OTL 4.0, Example 676 (otl_datetime container and a TIMESTAMP WITH TIME ZONE table column)

This example demonstrates simple INSERT/SELECT with  TIMESTAMPs WITH TIME ZONE for PostgreSQL and otl_datetime.
